Decision-Making Tools
REAP 2.0 supports the expansion of SCAG’s Decision-Making Tools and Technical Assistance, building on the success of the Regional Data Platform (RDP) to offer added resources to support local planning and opportunities to access big data for planning and performance monitoring related to program objectives. SCAG’s RDP provides data, tools, planning templates, technical assistance and other resources to help local jurisdictions update and align various elements of their General Plans to advance sustainable planning at the local and regional level, and to meet their 6th Cycle RHNA goals. SCAG seeks to partner with subregional agencies and other partners to expand support and training for local jurisdictions to use the RDP as well as provide additional features and functions to help further.
Data Tools
StreetLight Insight Web App Big Data Platform made possible by REAP 2.0
- The big data platform provides insights into travel behavior trends in an easy-to-use interface. Users can use the platform to support a wide variety of research, planning, and project analysis related to the REAP 2.0 program objectives.
- Uses include analyzing changes in walking, biking, vehicle, and truck volumes, estimating vehicle-mile-traveled (VMT) impacts of development projects, evaluating transportation safety changes, and determining changes in local and regional travel patterns. SCAG and StreetLight will provide technical assistance, trainings and workshops.
- Three new custom data integrations are available to SCAG StreetLight Insight users, including:
- Safety Prioritize
- Near-Real Time (NRT) and Typical Speeds Data
- Heavy Duty Truck Data (GeoTab)
- To access the platform, request one of the limited number of licenses at the link below. Usage is limited to uses that are consistent with the REAP 2.0 program objectives to accelerate infill housing, affirmatively further fair housing (AFFH) and reduce VMT.

California State Budget Reduces Barriers to Housing Production and Extends Deadline for Regional Early Action Planning (REAP 2.0) Program
Earlier this week, the governor signed the 2025-2026 state budget, which includes a suite of reforms to reduce barriers to housing production.

Connect SoCal 2024 Implementation Update: Sustainable Communities Strategy Accepted
On May 7, the California Air Resources Board (CARB) informed SCAG that it had accepted SCAG’s determination that the Connect SoCal 2024 Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS) meets CARB’s greenhouse gas (GHG) emission reduction targets.

General Assembly Elects 2025-26 Board Officers
The General Assembly voted to approve the nominations for the SCAG 2025-26 Regional Council officers as recommended by the Regional Council: Hon. Cindy Allen (City of Long Beach) will serve as 2025-26 Regional Council president; Hon. Ray Marquez (City of Chino Hills) will serve as Regional Council first vice president; and Hon. Jenny Crosswhite (City of Santa Paula) will serve as Regional Council second vice president. Leadership also recognized Hon.

Surface Transportation Block Grant and Congestion Mitigation and Air Quality Improvement Program Call for Project Nominations Now Open
The federal fiscal year 2026-27 and federal fiscal year 2027-28 Surface Transportation Block Grant program (STBG) and Congestion Mitigation and Air Quality Improvement program (CMAQ) SCAG online application opened for all eligible applicants on March 31. This application will be available through May 16 at 5 p.m.
